The Apni Chhat Apna Ghar Ehsaan Program, introduced by the Chief Minister of Punjab Maryam Nawaz, aims to provide 100,000 affordable housing units across the province. Designed to uplift low-income families residing in rented or informal accommodations, this ambitious initiative plans to deliver homes within four and a half years through three distinct models of execution.

Key Execution Models

1. State Land Development

Objective: Utilize state-owned land to construct 10,000 affordable housing units in partnership with developers under an equity-based land-sharing model.

  • Developer Role: Handle infrastructure and housing construction, including roads and utilities, adhering to PHATA-approved design standards.
  • Government Role: Provide land-use plans, approve layouts, and ensure the development of trunk infrastructure.
  • Financials: Developers cover all construction costs, with unit pricing and payment plans set by the government.

2. Affordable Housing in Private Schemes

Objective: Develop 20,000 low-cost housing units in private housing schemes, reserving at least 20% of the residential area for low-income families.

  • Compliance: Developers must follow APHS Rules 2020, with approvals facilitated through a one-window mechanism.
  • Payment Plan: Allottees pay a down payment into an Escrow account, with the balance settled in monthly installments over five years.
  • Monitoring: PHATA oversees construction, ensuring affordability and quality.

3. Interest-Free Loans

Objective: Provide interest-free loans for home construction to eligible applicants.

  • Eligibility: Individuals residing in Punjab who own plots measuring up to 5 Marlas in urban areas or 10 Marlas in rural regions.
  • Loan Details:
    • Maximum loan: PKR 1.5 million
    • Tenure: 7 years with monthly installments
    • Disbursement: Funds released in tranches with government covering operational costs

Eligibility Criteria

To be eligible for the Apni Chhat Apna Ghar program, applicants need to meet the following criteria:

  • Applicants must be registered as the head of their household in NADRA records.
  • Be a permanent resident of Punjab, with proof on their CNIC.
  • Possess a plot of land in Punjab, measuring up to 5 Marlas in urban areas or 10 Marlas in rural locations.
  • Have no criminal record or outstanding debts to financial institutions.
  • Must be enrolled in the National Socio-Economic Registry (NSER) with a Poverty Management Tool (PMT) score of 60 or less.

How to Apply

Chief Minister Maryam Nawaz has launched an online portal, acag.punjab.gov.pk, for applicants. For inquiries, call the helpline at 0800-09100. Applications can be submitted online through the portal, ensuring a streamlined process for citizens.
